Request to lower loudspeaker volume during early morning hours

Unfortunately my parent live besides a mosque, with all due respect to all religious practices, the call to prayer at 4am in the morning is unbearable. The entire neighbourhood has complained to the aamlieh mosque on Bchara el khoury about lowering the volume in the early hours to no avail. It is absolutely unbearable to not be able to sleep properly.
