The rights to the water source are shared by the 4 main founding families since the 17th century. A few people hold the monopoly over it, are selling water filling cisterns. A law suit should be filed to bring back the rights of this priceless natural resources. The revenues generated out of that should easily cover any municipality deficit but moreover could be used to create a sovereign fund for future generations.
