A homeless man is living day and night on the pavement behind the government garbage bins, feeding stray dogs and creating a frightening and unsafe environment. He takes money from the people who come with trucks to collect recyclable materials, leaving garbage scattered all over the pavement. We are afraid to walk there and are forced to walk in the street, putting us in danger. We have already complained to the Municipality, but no action has been taken.
