Apparently Beirut municipality ran out of ink for the printer. My friend went to do some paperwork (معاملة); it cannot be completed because they've been out of printer ink for a while now. So no receipt, no nothing can be printed. (True story, I can put you in touch with the person who experienced this horrendous excuse.)
If you have seen this repaired, send a photo of the spot as it is now. It stays private until a person at Baladi Map checks it, faces and number plates are blurred, and the report then shows as fixed.
